Deborah Doyle Belknap, J.D., Ph.D.
Through my 10 years as a mitigation specialist, I have served as a member of defense teams in more than 16 capital cases and numerous serious non-capital prosecutions. After the ruling in Miller v. Alabama, my practice expanded to mitigation for sentencing and resentencing proceedings for juveniles previously sentenced to life without parole.
After graduating from Catholic University School of Law in Washington, D.C., I served as a law clerk to the Pennsylvania Superior Court. I then joined a litigation firm in Philadelphia, where I practiced law for seven years. While working as a lawyer, I returned to graduate school and received a doctorate in psychology from Temple University in Philadelphia.
In addition to my mitigation practice, I am an Associate Professor of Criminal Justice and Psychology at
Keystone College, where my research is focused on trauma. I am in the process of obtaining certification as a non-clinical trauma specialist. I am also the Co-Director of the Keystone College Juvenile Justice Institute.
Stacey Wyland Berlinski, M.A. 
I have a masters degree in Criminal Justice, and I am a Ph.D. candidate. After training as a mitigation specialist, I began work as a mitigator in juvenile resentencing cases, and then moved on to assisting in capital cases.
I am a certified and experienced professional mediator, and I can assist defense teams in resolving conflicts, improving communication with witnesses, family members, and others, and in negotiating plea agreements. I am also qualified to conduct defense initiated victim outreach (DIVO).
I graduated from Shippensburg University majoring in criminal justice with a minor in psychology. I remained at Shippensburg to earn my masters degree in Criminal Justice. I was a member of the Pennsylvania State Police for several years before moving to Hawaii, where I began my teaching career.
I have worked as a mediator and mediation trainer at the Rose Center for Restorative Justice. I am currently an Associate Professor of Criminal Justice at Keystone College and Co-Director of the Keystone College Juvenile Justice Institute.
